The problem with your thinking is that it removes the flavor from classes. If you divvy up all the cc in the game equally and the counters of it as equally everyone becomes the same. And classes like rogue require a huge dmg buff and then people hate that because "OMG I didnt see him and suddenly half my health is gone". Frost Mage would need damage buffs as well without their extra cc ...

Sorry classes need distinction. I think they messed up improving warrior mobility and ret gap closing.
